Subject: Fukushima Daiichi
As we all are aware, the world has experienced the Fukushima Daiichi collapses that until now it has gone without any solution. Even though there are many sincere scientists who have offered their services and solutions, not one positive step has been taken to control or resolve the ongoing radiation leaks.
We have witnessed the sincere efforts of the operator at sight but proven not enough at this time due to lack of coordination with others that may be able to resolve the matter. The Japanese pride has become stumbling block with lack of progress to offer true solutions while partially, this has become a scientific odyssey when should have been treated as another business venture for potential prospectors with solutions.
As such, we, the DuTemp Corp., are offering true solutions with complete performances guarantees meaning: you pay us when we achieve the goals against agreed benchmarks set between DuTemp and relevant agencies and owner/operator. If we fail to complete the task or unable to resolve the issues accordingly, we shall not receive any payment for rendered services.
However, as a good gesture from Owner/Operator and Japanese Government, we shall require payment Guarantee against our Performance Guarantee that would be outlined in following pages.
Total collapse of the facilitates including containment boxes and one reactor, as known to us at this time.
Constant leakage radio isotopes from boiling reactor into atmosphere.
Leaking radioactive water into the ground and sea water.
Inability to control all contaminations on daily basis.
We either will:
Build at site operation: schedule of becoming operational is 12 months to 14 months. Or:
Build a special semi-submerged barge to house the reactors and deliver to location at costal water: Schedule of delivery to the location is 14 months to 16 months. DuTemp prefer option B for this operation at this time.
DuTemp propose to utilize all relevant sciences and scientists under one umbrella operation to achieve short term and long term remedies as following:
Short Term Solutions for immediate implementation:
Implementation of Water Char Filtration for capturing Radio Isotopes,
The used Char Filters shall be stored for safe disposal in Plasma Arc Reactor.
Removal of stranded Rods from Reactor for safe storage. Or;
Hi Velocity Air Filtration system to capture the radio isotopes in case we are not able to remove the rods from the reactor at this time.
Long Term Solutions Phase One:
Design and build 2 x Generation II Plasma Arc Reactor within 120 days to 180 days and deliver to sight for startup and processing the Spent Fuel Rods and Radioactive waters plus contaminated Char Filters. Fully operational around month 18th after funding.
From start date of funding, DuTemp shall build a containment dome at site to house the Plasma Arc Reactors and other processing facilities.
DuTemp completion of processing each rod is about 30 minute for each Spent Fuel Rod that would result:
Safe separation of all radioactive materials,
Safe separation of other metals with Level I or less radioactivity for safe disposal,
Safe capturing of all radio isotopes,
Completion of processing of all above materials shall be within one year or less.
Long Term Solutions Phase Two:
Design and build the third Plasma Arc Reactor with large opening (Feeder) to receive larger components within month 18.
Disposal of Building materials including steel and concrete, water tanks, contaminated soils and all other contaminated equipment unsafe for any future usage.
Evolution of methods of Disposal for existing Reactors.
Bleaching and recovering the underground contaminated waters up to depth of 2 miles, as needed pending the depth of underground water contaminations. Due to absence of viable data, we cannot identify how deep the contaminated waters have leaked while believe it should be fairly shallow until tests are done to confirm the depth of contaminations.
At request of Japanese Government, the facilities shall remain at site for future usage of disposal of generated Spent Fuel Rods under ownership and managements or this corporation. Or:
All materials remove and move outside of the country, DuTemp’s designated site.
Payments released based on agreed service contract.
DuTemp’s know-how and its priority information are for DuTemp only.
No Technology Transfer.
No supervision of any third party shall be allowed due to sensitivity or information technologies.
DuTemp present its remedies under Performance Guarantee thus no validation or disclosures of its know-how shall be required by the Owner/Operator of the facilities or Japanese Government.
Plasma Arc technology was first adopted by Germany during world war II and immediately was utilized by NASA in early 1960. Joint Development Agreement with U.S. Government has expired in year 2000 and was presented to DuTemp for commercial envelop development. DuTemp has successfully adopted the technology with 2nd generation Plasma Arc as more viable than 1st generation plasma Torch system. DuTemp has pioneered the Third Generation Plasma Arc Reactor systems currently under development that is 4 xs more efficient than 2nd Generation system and can reach higher temperatures than any other systems known in industry.
For purpose this implementation, DuTemp may integrate 2nd or 3rd generation as it choose. The type of reactor design for processing Spent Fuel Rods are completely different that conventional designs and wisdoms. As such, new designs would guarantee safe processing of Spent Fuel Rods that otherwise is not viable with current designed reactors due to their shape and sizes.
Reactor foot prints of first two reactors are about 17.5 ft. and height is about 42 ft. tall. The newly built containment dome shall host the two reactors plus the third reactor that would have much larger foot print in unconventional shape that shall receive larger material including existing reactors for disposal.
Time to transfer the Spent Fuel Rod to inside reactor is less than 5 minutes thus reducing the exposure risks that otherwise may come with any other process. When Rod reaches the Reactor at plasma stage and temperature above 4500 degree f, it melts instantly and less than a minute. During the process, 100% or uranium evaporate and capture in water filtration system after quenching in 100% pure granule size for safe storage.
All other metals are recovered in form of pig iron with level I or less radioactivity. This is a batch processing and one rod at a time with processing time of 30 minutes or less. Reactor will not be shut down for 18 months straight before requiring Graphite Rods replacement.
Barge Operation may be proven safer and more efficient except transferring the materials for disposal may be more challenging as transfer time from site to the barge may pose a danger. However, if this direction is adopted, we shall consider/adopt all preventive measures to operate in a safely manner to reduce all possible risks with contingency plans in hand. Cost will be increased for Barge Operation while reduce the de-mobilizing costs associated with any operation at end that may offset the incurred costs. Barge shall remain the property of DuTemp and transferred back to United States for future operations. Life of barge estimated at 50 years with proper maintenances.
Barges other characteristics: This barge will have a height of 65’ without self-propulsion ability. Barge during the tow, will be at 25’ submerged while when anchored and operational shall be 60’ underwater with 5’ above sea level for easy loading the delivered materials when weather permits. 4 point anchor will be adopted with extra 4 point jacks to the sea floor for create more stability with any movements as reactors must be stable while processing Spent Fuel Rods. Maximum operational depth is 100’ while could be design for depth up to 120’ max.
As Plasma Reactor(s) does not constantly uses the generated power, while at one point may uses more power than other times, it is best to buy electricity from Grid when available or; will have the ability to generate its own power. Pending the voltage on the grid and type of power generation used as back-up, we assume 11,000 volts line would be adopted for this operation due to backup turbine generation voltage rates at 11,000 volt. Amperage for first two reactors must be rated at 1,500 amps each while the final reactor (3rd one) will require 3000 Amp Rating. On either operations, we shall have 2 x LM-6000 or larger turbines on standby basis during emergency power demands.
In case of power outage from grid system, the two Turbines will have 10 hours to startup before operational plasma Reactors reaching their critical operating point and goes in reversal. This should be enough time to bring up the standby turbines to speed of generating power that should be reached within 15 minutes or less thus no danger of reversal or malfunctions with Plasma Reactors or its operation.
More study needs to be done to project a final number however; it could be between $32B and $55B USD. We shall provide a disposal fee schedule for per ton of materials and spent fuel rods at a later time but the following numbers will be the threshold for any operation:
Spent Fuel Rod; Minimum of $65,000 per Rod in assemblies of 63no. Rods (subject to approx. 5 kg weight of each rod)
$12,000 per Metric Ton with radioactivity up to Level V
$50,000 per Metric Ton with Radioactivity above Level V
Radioactive water and Bio-Char Filtration Systems:
$6,000 per Metric Ton with radioactivity up to Level V
$12,000 per Metric Ton with Radioactivity above Level V
Dismantling Reactors and processing it:
Must be evaluated and discussed but not less than $15,000,000 each without disassembling and removal.
$6,000 per Metric Ton with radioactivity up to Level V
$12,000 per Metric Ton with Radioactivity above Level V
Payment Guarantee vs. Performances Guarantee:
Owner/Operator or Japanese Government agree to provide Twelve Billion USD ($12,000,000,000.00) Cash down payment in exchange to receive Twelve Billion USD ($12,000,000,000.00) Bank Promissory note from an “AA” rated or better bank. DuTemp shall nominate a Swiss bank acceptable to Japanese’s counterpart. This Promissory Note shall be an operative instrument and callable at any time in the case of default by the contractor without any deductions. This instrument shall be returned to DuTemp upon completion of its tasks and operation. Additional invoices shall be settled immediately as well.
Agreed Funds for as first payment deposit are posted in client’s bank account with instructions to the “Trust Department of the same bank” to; “release funds upon receipt of satisfactory operational financial instrument from a “AA” Rated bank”. This operative financial instrument shall be in the form of “Bank Promissory Note” with no restrictions. This instrument shall be callable at any giving time within 30 days notices to DuTemp Corp. and the issuing bank in a case of default by DuTemp to complete its tasks.
